On December 9, 1952, the Publicity Department of the CPC Central Committee stated in its report that, regarding the establishment of a Teachers’ School of Marxism and an Institute for the Translation and Compilation of the Works of Marx, Engels, Lenin, and Stalin, it was specially seeking instructions from the Central Committee on two points: First, concerning the selection of personnel in charge, it was proposed that Huang Songling serve as the president of the Teachers’ School of Marxism and immediately take responsibility for preparing for its founding, striving to open by March of next year if possible. The preparatory work would be guided jointly by Kefeng and An Ziwen, and after its establishment, Kefeng would continue to lead it. As for the Institute for the Translation and Compilation of the Works of Marx, Engels, Lenin, and Stalin, it was proposed that Shi Zhe be appointed director, with Chen Changhao and Jiang Chunfang serving as deputy directors. However, whether Chen Changhao’s change of duties should be decided only after Liu Shaoqi returns to China requires guidance from the Central Committee. Kefeng would also be responsible for directing the institute’s work. Second, whether the names of these two institutions should be finalized as the Teachers’ School of Marxism and the Institute for the Translation and Compilation of the Works of Marx, Engels, Lenin, and Stalin likewise requires a decision by the Central Committee.
