Notes  [1] Peng refers to Peng Dehuai, who at the time served as Vice Chairman of the People’s Revolutionary Military Commission and Commander and Political Commissar of the Chinese People’s Volunteers.  [2] Nie refers to Nie Rongzhen, who at the time was Acting Chief of the General Staff of the People’s Liberation Army.  [3] This refers to the specific plan outlined in Nie Rongzhen’s report of December 5, 1952, addressed to Mao Zedong and Peng Dehuai, concerning the organization of troop headquarters cadres to undergo practical combat training in Korea.  [4] Xiao Hua was at the time Deputy Director of the General Political Department of the People’s Revolutionary Military Commission.  [] This refers to the General Political Department’s detailed plan, presented in Xiao Hua’s report of December 18, 1952, to Mao Zedong and Peng Dehuai, for the phased rotation of political work cadres to the Korean battlefield to gain experience in political work.
