Telegram to Panchen Erdeni [1] (December 4, 1952)  To Mr. Panchen Erdeni, through Representative Zhang Jingwu [2]:  Your work report for September and October, dated November 3, 1952 (the sixteenth day of the ninth month of the Water Dragon Year in the Tibetan calendar), has been duly received. We express our gratitude for your assistance to the People’s Liberation Army troops stationed in Tibet, and we congratulate you on your achievements in the cause of patriotic unity.  Rear Tibet is an integral part of Tibet. With regard to matters concerning development in the Rear Tibet region that require central assistance, please consult directly with Representative Zhang Jingwu.
