“Chen” refers to Chen Yun, who at that time served as Vice Premier of the Government Administration Council and Director of the Financial and Economic Commission. “Bo” refers to Bo Yibo, who was then Deputy Director of the Financial and Economic Commission of the Government Administration Council.

This refers to the experience report submitted by the East China Bureau of the CPC Central Committee on November 24, 1952, to its subordinate units. The report detailed how Shanghai National Cotton Mill No. 2 had united its technical staff to resolve critical production problems. The core content was as follows:
The factory’s leading cadres entrusted key production issues to the technical personnel and relied on them to solve these problems through scientific experimentation. They explicitly stipulated, “With regard to all technical matters, the Engineers’ Office shall bear full responsibility,” and announced to workshop cadres that any technical issues arising in production must be handled under the guidance of the engineers. Decisions concerning technical measures were first to be submitted to the Engineers’ Office for review, thereby granting engineers both authority and responsibility. As a result, the previous situation of no one being held accountable in production management began to change, and technical problems in production were promptly resolved.
