These are Mao Zedong’s comments addressed to Xiao Hua, Deputy Director of the General Political Department of the People’s Revolutionary Military Commission of the Central People’s Government, written on a report submitted by the Political Department of the Chinese People’s Volunteers on September 10, 1952.

After outlining improvements in the troops’ material and spiritual lives—covering areas such as supply provision, meals, and cultural and sports activities—the report stated that the Volunteer Army’s political work conference had designated the enhancement of both material and spiritual living standards as a key component of future political work. As a result, greater attention was being paid at all levels throughout the army, leading to steady progress in these areas. In particular, the issue of material supplies for the soldiers had been largely resolved, and cultural and recreational activities had been significantly expanded.
