Words Added by Chuan to the Instructions to the Ministry of Post and Telecommunications on the Production-Improvement and Economy Drive

These words of Mao Zedong were appended to the instructions issued by the Party Group of the Central Financial and Economic Commission when they forwarded, to the Central Committee of the CPC, the Commission’s instructions of November 20, 1952, concerning the Ministry of Post and Telecommunications’ production-improvement and economy drive. They were added after the sentence: “It is necessary to correct the currently widespread views and practices that focus solely on tasks or on profit-making.”
The instructions of the Party Group of the Central Financial and Economic Commission stated:
“The Ministry of Post and Telecommunications has proposed taking immediate measures to make clear to all cadres and workers that the postal and telecommunications sector should assess whether it has fulfilled its duties by considering its responsibilities and role vis-à-vis the state and the people, rather than by looking solely at profits and the accumulation of national wealth. It is indeed necessary to correct the currently prevalent one-sided emphasis on either purely administrative tasks or purely commercial gain. However, we must not mechanically separate the political tasks from the economic tasks of the postal and telecommunications service; instead, they should be viewed as a unified whole. Otherwise, other kinds of deviations may arise.”
