Refers to the inscription to be written for the Second National Health Conference. The full text of Mao Zedong’s inscription reads:
“Mobilize everyone, practice hygiene, reduce illness, improve health standards, and defeat the enemy’s bacteriological warfare.”

The Second National Health Conference was scheduled to be held in early December 1952. The conference was intended to summarize the Patriotic Health Campaign and three years of health development, to award model units of the Patriotic Health Campaign, and to organize a competitive health exhibition.

Xi Zhongxun was then Minister of the Publicity Department of the CPC Central Committee and Vice Chairman of the Cultural and Educational Commission of the State Council. Hu Qiaomu was then Deputy Minister of the Publicity Department of the CPC Central Committee and Secretary-General of the Cultural and Educational Commission of the State Council.
