Letter to Comrades Regarding the Matter of Luo Ruiqing’s [1] Communication on the Timing of Achieving Socialism (November 13, 1952)  Comrades [2]:  As for this matter [3], since when I spoke about it previously I did not, as I did at the meeting on November 12, clearly explain the nature of this view (that it was not yet a resolution), the scope of its dissemination, and who should not be informed, some comrades have passed it on within a fairly wide circle. The responsibility for this should lie with me, not with them. It is therefore entirely appropriate that Comrade Luo Ruiqing has requested to be disciplined in connection with this incident.
