I concur with this opinion [2].

According to Wu Han [3], who informed me of the situation, all meetings of the Central Committee and the Beijing Branch Committee of the China Democratic League were devoted solely to personnel matters, with no discussion of substantive work, which left them feeling deeply frustrated.

A political organization that fails to address its programmatic tasks cannot retain its members and will inevitably remain mired in personnel disputes.

The suggestion in this document to “find ways to participate in and cooperate with cultural and educational work” is indeed necessary.

Other democratic parties are likely facing the same challenge and will also need to resolve it.

Issued on October 19 by Mao Zedong, based on the original manuscript.

Notes [1] This is a note written by Mao Zedong on an October 19, 1952, report submitted by Li Weihan, Minister of the United Front Work Department of the CPC Central Committee, to Mao Zedong and the Secretariat of the CPC Central Committee concerning the work of the China Democratic League. [2] Refers to the views put forward by Li Weihan in his report to Mao Zedong and the Secretariat of the CPC Central Committee. The report stated that the China Democratic League currently faced two central issues: first, how to participate in and cooperate with the state’s cultural and educational development efforts so as to play a positive role; and second, given new changes both within and outside the League, how to make the necessary adjustments in the relationships among its various factions within the leadership bodies. Specifically, the following steps should be taken: (1) assist progressive elements in aligning their policies; (2) identify methods for participating in and cooperating with cultural and educational work; (3) appropriately adjust the composition of the leadership; and (4) actively engage in study sessions. If these measures are implemented effectively, the China Democratic League could achieve further progress in unity, development, and practical work. At the time, he served as Vice Mayor of Beijing and was a member of the Central Committee of the China Democratic League as well as Chairman of its Beijing Branch Committee.
