Comments on Li Weihan’s Report〔1〕 Concerning the Recent Situation and Opinions on the Work of the China Democratic League (October 19, 1952) I concur with these views.〔2〕 According to what Wu Han〔3〕 has told me, at various meetings of the Central Committee of the China Democratic League and its Beijing Branch Committee, only personnel matters are discussed, while work itself is hardly touched upon, which leaves them feeling deeply frustrated. A political organization that fails to address substantive issues cannot retain its members and will inevitably remain mired in personnel disputes. The suggestion in this document to “find ways to participate in and cooperate with cultural and educational work” is indeed necessary. The report pointed out that there are currently two central issues facing the League: first, how to find effective ways to participate in and cooperate with the state’s cultural and educational development efforts so as to bring into play its potential positive role; and second, given the new changes both within and outside the League, it is necessary to make the requisite adjustments in the relationships among the various factions represented in its leading bodies. Specifically, the following steps should be taken: (1) assist progressive elements in clarifying their policy stance; (2) identify methods for participating in and cooperating with cultural and educational work; (3) appropriately adjust the composition of the leadership; and (4) actively engage in study sessions.
