The report states: In August, the Navy dispatched personnel to various localities to conduct work inspections lasting more than forty days. The situation as reported is as follows: Generally, the main strengths are that naval personnel have been studying and training diligently with high enthusiasm and initiative, have initially mastered technical skills, and have improved their cultural level. Relying on these capabilities, they have carried out tasks such as fisheries protection, convoy escort, and bandit suppression, achieving considerable results. As for shortcomings, in summary, professional and technical learning remains inadequate and has not yet reached a tactical level; there is an urgent need to improve this aspect. The organizational structure is still imperfect, and work is not conducted in a solid and thorough manner. A childish and ignorant sense of complacency is widespread, and bureaucratic leadership styles are quite serious. To overcome and correct these grave problems, the Navy Party Committee has already taken measures. In the future, it will continue to report to the Chairman on the progress of the work and the results of the improvements.
