Comments on the Nationalist Army’s Airdropping of Equipment to Its Remaining Forces on the Chinese Mainland (October 13, 1952)  Peng [1]: It would seem advisable to instruct the Northwest Military Region and the Northwest Bureau to allow the enemy to receive ample airdropped supplies, concentrate our forces to launch an offensive against the Xiahe–Taozhou area, and permit them to penetrate deeply and occupy a certain territory.
