This is a comment written by Mao Zedong on a report dated October 11, 1952, from Nie Rongzhen, Acting Chief of the General Staff of the People's Revolutionary Military Commission of the Central People's Government, addressed to Peng Dehuai, Vice Chairman of the People's Revolutionary Military Commission.

In his report, Nie Rongzhen, in response to the suggestions made on September 29, 1952, by the Soviet Chief Military Advisor in China, Kotov, reiterated the opinions given in reply to the former Soviet Chief Military Advisor in China, Krasovsky. Kotov's suggestions were: In addition to the existing Volunteer Army Railway Corps, one railway regiment should be formed in each first-level military region, and consideration should be given to the possibility of expanding the regiments into divisions when necessary; a Railway Troops Command should be formed under the General Staff Headquarters; a Military Restoration Work Department should be formed to lead the work of the railway troops stationed in Korea; regulations for the railway troops should be approved; and a commander of the railway troops should be appointed. Nie Rongzhen's report stated that Krasovsky had proposed suggestions for the construction of railway troops in July, and a verbal reply had been given at that time, the main points of which were: (1) The organizational structure of the Railway Corps has been determined to be under the Military Commission. (2) The Railway Corps units in Korea are under the unified command of the General Bureau of Railway Military Administration. Combining railway rush-repair, rush-transport, and air defense is an effective method, and there is no need to separately organize a Military Restoration Work Department. (3) There is no plan to immediately form a railway regiment in each of the major military regions. (4) There are difficulties in transferring railway technical personnel. (5) The Railway Corps currently has very heavy rush-repair tasks in Korea and cannot set aside a certain amount of time each year for training. After returning to the country, it will be possible to set aside a certain amount of time for training to improve technical skills.
