On Ho Chi Minh’s Trip to Moscow and
the Congratulatory Telegram to the Nineteenth Congress of the CPSU [2] Telegram to Liu Shaoqi

Comrade Liu Shaoqi:
Your telegram of October 3 (3) has been received.   (1) The Cominform has agreed to Comrade Ho Chi Minh’s secret trip to Moscow; it is now scheduled to depart by special plane on the 6th and arrive in Moscow on the 8th.   (2) We concur with the proposed revisions to the congratulatory message, except that “individual countries” should be changed to “all countries.”

The originally drafted congratulatory message from Mao Zedong to the Nineteenth Congress of the CPSU was later revised into a congratulatory address by the CPC Central Committee to the same congress, which was delivered by Liu Shaoqi at the congress.

In his telegram to the CPC Central Committee dated October 3, 1952, Liu Shaoqi suggested several textual amendments to Mao Zedong’s draft congratulatory message to the Nineteenth Congress of the CPSU. One of these proposals was to add the phrase “in accordance with the specific conditions of individual countries” before “correctly applying the doctrines of Marx, Engels, Lenin, and Stalin.” On Liu Shaoqi’s telegram to the CPC Central Committee, Mao Zedong wrote the following note: “Please Comrade Lu Dingyi revise it accordingly and have this congratulatory message published simultaneously with TASS’s announcement of the opening of the congress. In addition, the People’s Daily should publish a direct editorial.”
