With regard to the Northeast’s assistance to North Korea in sheltering 26,000 orphans and establishing a polytechnic institute with an enrollment of 2,000 students, there is no need for consultations through the Ministry of Foreign Affairs. You are hereby authorized to conduct specific negotiations directly with the representatives dispatched by North Korea and to reach a satisfactory resolution.
