Please come to the central authorities as soon as possible to begin organizing the work you are to undertake. Kindly inform us when you can arrive.

Comrade Xi Zhongxun[2] will be arriving in Beijing tomorrow to assume responsibilities in the Central Propaganda Department and the Cultural Committee. Premier Zhou Enlai and Comrade Chen Yun[3] are also expected to return to Beijing tomorrow. We hereby notify you of this.

Gao Gang was then Secretary of the Northeast Bureau of the CPC Central Committee and Chairman of the Northeast People’s Government. On November 15, 1952, he was appointed Chairman of the State Planning Commission of the Central People’s Government.

Xi Zhongxun was then Second Secretary of the Northwest Bureau of the CPC Central Committee and Vice Chairman of the Northwest Military and Administrative Committee. On August 7, 1952, he was appointed Deputy Director of the Cultural and Educational Committee of the Government Administration Council. On September 26 of the same year, he was appointed Minister of the CPC Central Committee’s Propaganda Department.
