Comrades Gao Gang and Lin Feng:
We have received your telegram dated the 22nd of this month. With regard to Northeast China’s assistance to North Korea in taking in 26,000 orphans and establishing an industrial university for 2,000 students, there is no need for consultation through the Ministry of Foreign Affairs. You are to take charge and conduct specific negotiations with the representatives sent by North Korea to reach a proper settlement. The necessary expenses are to be submitted to the Central Financial and Economic Commission for payment.
