Telegram on Three Proposals Regarding the Prisoners-of-War Issue

Comrade Enlai:
I have received your telegram of September 14 (I). Mexico’s three-point proposal121 was instigated by the United States. Britain has expressed dissatisfaction, stating that it will either make additions to it or put forward its own alternative plan. Mexico’s proposal involves dispersing the prisoners among various countries and assigning them work, under the pretext that “their will must not be violated.” We cannot accept this plan.
