Telegram Regarding the Three Proposals from Mexico on the Prisoners-of-War Issue, Which We Cannot Accept  (September 16, 1952)  Comrade Enlai:  Telegram of September 14  [1] Received. Mexico’s three proposals  [2] were instigated by the United States. Britain has expressed dissatisfaction, stating that it will either make additions to them or put forward its own plan. According to Mexico’s proposal, the prisoners are to be dispersed among various countries and assigned work “without going against their will,” and so on. We cannot accept this plan.
