Additions to the Draft Telegram on the Inspection Report Regarding the Implementation of Ethnic Policies

The Central Committee hopes that each county and prefectural party committee in Northwest, Southwest, and Central-South China—where ethnic minorities are concentrated or live intermingled with other groups—will, like the Jingyuan County Committee of Gansu Province and the Dingxi Prefectural Committee, conduct a thorough inspection of the work conducted in the subordinate districts and townships, and then submit a report to the Central Committee. This telegram and its attachments may be published in Party periodicals.
[l] Refers to the Central Committee’s telegram dated September 16, 1952, which forwarded the inspection report submitted by the Dingxi Prefectural Committee of Gansu Province on the implementation of ethnic policies to the Northwest Bureau, with copies sent to the Southwest and Central-South Bureaus. This passage was added by Mao Zedong at the end of the telegram draft.
