These are Mao Zedong’s comments on a report submitted on September 9, 1952, by Nie Rongzhen, Acting Chief of the General Staff of the People’s Revolutionary Military Commission of the Central People’s Government.

Nie Rongzhen’s report stated: Over the past two and a half years since the establishment of the Air Force, both major and minor accidents have occurred continuously during flight training, and this problem has remained unresolved for a long time. From late August to early September of this year, a conference was held to eliminate flight accidents in the Air Force. The conference concluded that only by completely eradicating flight accidents could a solid foundation be laid for building up the Air Force, and it proposed the following measures to achieve this goal:

(1) Strict adherence to regulations and rules is essential, along with the strengthening of discipline.

(2) Intensify professional study to transform personnel from novices into experts; overcome bureaucratic practices and organize thorough inspections.

(3) Assign the Air Force Headquarters and Political Department the task of formulating a rigorous and conscientious system for investigating flight accidents, while enhancing coordination between Party and government work and training activities. It was also requested that Soviet military advisors provide assistance in all aspects to help Air Force units and schools eliminate accidents, and that Chinese Air Force officers and cadres humbly learn from these advisors.

(4) Thoroughly root out counter-revolutionary sabotage activities both within and outside the Air Force.
