[ ] Refers to the exchange of notes between the Minister of Foreign Affairs of the People’s Republic of China and the Minister of Foreign Affairs of the Union of Soviet Socialist Republics regarding the extension of the period for the joint use of the Chinese naval base at Port Arthur. The formal exchange of notes took place on September 15, 1952. [ ] Refers to the Sino-Soviet announcement on the transfer of the Chinese Changchun Railway to the Government of the People’s Republic of China. The announcement was made on September 15, 1952, stipulating that the Chinese Changchun Railway should be fully transferred to the People’s Republic of China no later than December 31, 1952.
