Refers to the draft decision submitted for review by the Government Administration Council regarding the establishment of Cultural and Historical Research Institutes. The draft decision stated:
Since July 1951, the Central People’s Government has established Cultural and Historical Research Institutes, which have absorbed many respected literary figures from society. Similar organizations have also been set up in certain areas of East China and Central-South China to accommodate a portion of elderly, impoverished intellectuals. It is estimated that there are numerous such elderly, unemployed intellectuals in provinces and municipalities across the country who require assistance. Therefore, it is decided that Cultural and Historical Research Institutes shall be established in all provinces nationwide as well as in municipalities directly under the central government or major administrative regions (no need to establish them at the level of prefectures, counties, or cities subordinate to provinces). If some provinces or municipalities have already established similar institutions, they may, if necessary, change their names rather than duplicating the setup.
