[2] Refers to Part II of this document. [3] Refers to the work arrangements set forth in the Central Epidemic Prevention Committee’s directive of August 4, 1952, concerning specific requirements for the sanitation campaign in August and September.

Additional Remarks Added to the Draft Commentary Accompanying the Central Authorities’ Forwarding of the East China Bureau’s Directive on Judicial Reform (August 4, 1952) Since the Three-Anti Campaign began, the central authorities have issued numerous telegrams calling for a comprehensive reform of the judicial system. However, with the exception of East China, there has been very little response from other regions. Many localities have neither reported on the implementation of these directives nor offered any dissenting views; instead, they have simply ignored them, which is highly inappropriate. We therefore hereby reiterate the previous order: all relevant parties are expected to submit their reports without delay [1]. Printed from Mao Zedong’s manuscript. Notes [1] The commentary dated August 4, 1952, accompanying the Central Committee’s forwarding of the East China Bureau’s directive on judicial reform stipulates that all provincial, municipal, and regional-level Party committees that have not yet submitted a report to the central authorities on judicial reform must do so within September, providing their initial report on both the plans and the progress of judicial reform work.
