Additional Remarks Added to the Draft Instruction

Since the launch of the Three-Anti Campaign, the Central Committee has issued numerous telegrams concerning the comprehensive reform of the judicial system. However, with the exception of East China, there has been very little response from other regions. Many localities have neither reported on the implementation status nor put forward any dissenting views; instead, they have adopted an attitude of complete disregard, which is highly inappropriate. Therefore, we hereby reiterate the previous directive and urge all relevant authorities to submit their reports without delay, in accordance with the prescribed time limit.

The CPC Central Committee’s commentary, dated August 4, 1952, accompanying the East China Bureau’s directive on judicial reform, stipulates that all provincial-, municipal-, and regional-level Party committees that have not yet submitted a work report on judicial reform to the Central Committee must do so within September, providing their first report on both the plan for and the progress of judicial reform.
