[1] This is a note written by Mao Zedong in response to a report forwarded on August 2, 1952, at 10:00 a.m. by Peng Dehuai, Vice Chairman of the People’s Revolutionary Military Commission of the Central People’s Government.

In his forwarding note, Peng Dehuai commented on a report dated July 26, 1952, submitted by Xiao Jinguang, Commander of the People’s Liberation Army Navy; Wang Hongkun, Deputy Commander; and Liu Daosheng, Deputy Political Commissar, concerning the organization of naval logistics. Peng wrote: “It would seem appropriate to establish a vertical logistics system for the Navy directly under the Joint Logistics Department of the Military Commission, bypassing the military area commands and thereby reducing administrative layers. Please review and give instructions.”
