This is Mao Zedong’s note on a report submitted by Nie Rongzhen, Acting Chief of the General Staff of the People’s Revolutionary Military Commission of the Central People’s Government, dated July 30, 1952.

Nie Rongzhen’s report proposed the following measures:
(1) Reporting on the situation. Based on the division of responsibilities among various departments and special arms, each unit is to study matters pertaining to its own sphere of work, select the most important items, synthesize them, and periodically prepare concise reports. (2) Reporting on work. Departments are to regularly compile reports—either thematic or comprehensive—on the work they have undertaken, the issues they have addressed, and the plans they have formulated, after careful consideration of the key points. (3) Seeking instructions as needed. In the event of urgent or significant matters, reports detailing the situation and proposed courses of action are to be submitted immediately to the Chairman or Vice Chairmen of the Military Commission, or to the General Staff Department. The organization of this work will proceed differently depending on whether the matter falls under one of three categories: ad hoc requests for instructions, brief situation reports, or comprehensive work reports.
