Letter to Xu Bing [2] Regarding the Issue of Sending a Congratulatory Telegram for “August 1st” [1] (July 30, 1952)  To Comrade Xu Bing:   (1) The CPC will not issue a separate congratulatory telegram; it will simply affix its signature to this one. As in the past, the order of listing will be: first, the National Committee of the Chinese People’s Political Consultative Conference; second, the CPC; and third, the various democratic parties.   (2) I have again made several revisions to the amended draft you submitted to me. Since the CPC is now listed, all references to the CPC in the original text have been deleted.   (3) Once the representatives of the various parties have been consulted and their consent obtained, the telegram may be issued.
