Comments on the Report Concerning Work

This report No. 121 is very good. As to whether the seven recommendations set forth at the end are feasible, please discuss and decide upon them together with comrades in the relevant departments.

1. Increase the number of medics in each company.
2. Establish epidemic prevention organizations at the army, division, and regimental levels.
3. Equip hospitals and medical teams with ambulances.
4. Expand the staffing of the Volunteer Army’s Health Department.
5. Place all health organs below the division level directly under the command of the corresponding military and political leaders.
6. The establishment of divisional convalescent homes should be equivalent to that of army medical stations (teams).
7. Dispatch poison-gas experts and chemical troops to the front lines to carry out preventive and control measures.

Dehuai refers to Peng Dehuai, who at that time served as Vice Chairman of the People’s Revolutionary Military Commission.

This refers to a report dated July 28, 1952, submitted by the General Logistics Department of the People’s Revolutionary Military Commission concerning an inspection tour to Korea to investigate field medical care, health and epidemic prevention, and anti-bacteriological warfare efforts. The report summarized the achievements and existing problems encountered by the logistics departments since the Chinese People’s Volunteers entered Korea in their work of rescuing, treating, and transferring wounded and sick personnel, and put forward the following recommendations for addressing these issues:
