Comrade Dehuai [1]: This report [2] is very good. As to whether the seven recommendations set forth at the end are feasible, please consult with comrades in the relevant departments and take appropriate action. Mao Zedong July 30th

Printed from the manuscript. Notes [1] Dehuai refers to Peng Dehuai, who at that time served as Vice Chairman of the People’s Revolutionary Military Commission. [ ] Refers to the report of the General Logistics Department of the People’s Revolutionary Military Commission, dated July 28, 1952, concerning an investigative mission to Korea to examine field medical care, health and epidemic prevention, and counter-bacteriological warfare efforts. The report outlines the achievements and existing problems encountered by the logistics organs since the Chinese People’s Volunteers entered Korea in the work of rescuing, treating, and transferring wounded and sick personnel, and puts forward the following recommendations for resolving these issues: 1. Increase the number of medics in each company; 2. Establish epidemic prevention organizations at the army, division, and regimental levels; 3. Equip hospitals and medical teams with ambulances; 4. Expand the staffing of the Volunteer Army’s Health Department; 5. Place all health agencies below the divisional level directly under the command of the corresponding military and political leaders; 6. The establishment of divisional convalescent homes should be equivalent to that of army medical stations (teams); 7. Dispatch poison-gas experts and chemical troops to the front lines to carry out preventive and control work.
