I agree with your view (2) not to launch an operation against the Upper and Lower Dachen Islands in Zhejiang before the Korean War ends. After the Korean War has concluded, the timing and manner of such an operation must also be carefully considered.

This is Mao Zedong’s endorsement of a report submitted by Peng Dehuai, Vice Chairman of the People’s Revolutionary Military Commission of the Central People’s Government, on July 24, 1952.

Refers to the views set forth in Peng Dehuai’s report. The report stated:
“When launching an attack on the Upper and Lower Dachen Islands, the U.S. naval and air forces may also become involved. Out of prudence, it would be advisable to wait until a Korean armistice has been achieved before proceeding. I respectfully request the Chairman’s consideration and instructions.”
