Comments on the Review of Violations of Financial Discipline

To Comrades Bo Yibo and Yang Lisan, with a copy to Comrades Liu, Zhou, Zhu, and Peng Dehuai:

Since several months ago, the Central Committee issued an instruction requiring financial administrative organs at and above the prefectural level, as well as logistics departments of the armed forces at and above the corps level, to submit self-criticism reports to the Central Finance Commission and the General Logistics Department regarding violations of financial discipline. These reports were to be submitted within a specified time limit. I now ask you to assign a special team to conduct a review, compile a list distinguishing those who have submitted their reports from those who have not, and forward this list to me and other central leaders for their perusal, together with your recommendations for appropriate action.

[3] This refers to the CPC Central Committee’s directive of April 22, 1952, requiring local finance commissions at all levels and logistics departments of the armed forces to submit inspection reports on violations of financial discipline.
