Central Committee’s Telegram Approving Xi Zhongxun’s [1] Analysis of the Situation in Xinjiang and His Report on Work Guidelines

Your report dated the evening of July 16 (2) was received and read today. We find your analysis of the situation in Xinjiang and your proposed policy for resolving the issues to be correct. You are instructed to proceed accordingly.

Refers to Xi Zhongxun’s telegram of July 16, 1952, addressed to Mao Zedong, the Central Committee, and the Northwest Bureau, containing his analysis of the situation in Xinjiang and his proposed policy for addressing the problems there.
The contents of the telegram are essentially consistent with two draft resolutions from July 1952 concerning land reform in Xinjiang’s agricultural areas and work in the pastoral regions.
