Refers to the plan proposed in the report dated July 4, 1952, submitted by Lai Chuanzhu and Xu Liqing, deputy directors of the General Cadre Department of the Central Military Commission, to Nie Rongzhen and Peng Dehuai, concerning the resolution of the problem of enrolling children of military cadres in schools and nurseries. This report was forwarded by Peng Dehuai to Mao Zedong. The plan states:
In 1952, it is planned to establish 19 schools for cadres’ children, which will admit 118,000 students; as for nurseries, the aim is to provide care for 30,000 children this year.

Yang Lisan was, at that time, the Minister of the General Logistics Department of the People’s Revolutionary Military Commission.

Rong Zihe was, at that time, the Vice Minister of the Ministry of Finance of the Central People’s Government.
