The letter describes how some low-ranking Kuomintang officers have fallen into unemployment and have been repeatedly refused when attempting to join the People’s Liberation Army, register as unemployed intellectuals with the Cultural Education Bureau, or seek job placement through the Labor Bureau. Finding themselves in a desperate situation with no way out, they appeal to the state to provide them with shelter and re-education, so as to prevent them from becoming vagrants.
