was at that time a member of the Central People’s Government and Vice Chairman of the People’s Government of Xinjiang Province.
[2] This telegram was written on top of a message sent by Wang Zhen, Secretary of the Xinjiang Branch of the CPC Central Committee, to Mao Zedong on June 18, 1952. In his telegram, Wang Zhen reported that Saifuddin was suffering from severe hypertension and that, according to medical examination, he was not fit for long-haul flights at high altitudes; he therefore sought instructions.
