Comments by the Central Committee on the Summary Report of the General Administration of Press and Publication Regarding the Launch of Self-Examination of Relationships and Ideological Inspection (June 11, 1952) To all departments of the Central Committee and the Military Commission, to the Party Groups of the Central People’s Government; to all Central Bureaus and Sub-bureaus, with further transmission to the Party Committees of provinces, municipalities, and autonomous regions; and to all major military regions and the Chinese People’s Volunteers: We hereby forward to you one copy of the summary report〔1〕 submitted by the Party Group of the General Administration of Press and Publication of the Central Committee concerning its campaign among more than 2,500 personnel to conduct self-examinations of personal relationships and ideological inspections. This document is excellent and may serve as a reference; it can also be published in internal Party publications. All localities where the work of self-examination and ideological inspection has not yet been completed are urged to expedite its conclusion. The report reviews the month-long efforts of staff members of the Administration and its subordinate units to examine their social ties, political affiliations, and ideological stance, summarizing the achievements and lessons learned. The main outcomes are fourfold: (1) Leadership has gained a general understanding of the political backgrounds and ideological conditions of the staff, accumulating some experience in guiding mass ideological campaigns; ( ) Among the staff, a preliminary ideological boundary between the proletariat and the bourgeoisie has been clearly defined, unhealthy tendencies have been curbed, upright conduct has been promoted, and the political awareness of the masses has generally risen to a new level; ( ) Criticism and self-criticism have been actively practiced, fostering a principled atmosphere within the organization, narrowing the space for liberalism, and strengthening internal unity; ( ) Relations between the Party branch and the general workforce have improved. The key lessons learned are: 1. Leadership must genuinely attach great importance to this work, make thorough preparations in advance, and maintain strict control throughout the process; ( ) Thorough ideological mobilization is essential, clearly explaining the purpose and significance of examining personal relationships and conducting ideological inspections—this is crucial for achieving success; ( ) It must be explicitly stipulated from the outset that such examinations should be conducted in written form, and that we must never simply follow the old methods used during the “Strike the Tiger” campaign; ( ) Selecting exemplary cases of effective relationship examination and ideological inspection, holding model briefing sessions at appropriate times, and drawing immediate conclusions and offering encouragement during these meetings to inspire other comrades are highly effective ways to deepen the movement; ( ) Each working group must have core members who take the lead or play a central role.
