Zhou, Chief of the General Office:
Comments on a Report Reflecting the Unemployment Situation
(May 31, 1952)
The unemployment problem remains quite serious. Please have this document reviewed once. It would seem advisable for the Central Ministry of Labor, or directly by the Administrative Council, to convene a meeting on the handling of the unemployment issue, with representatives from major cities and all provinces in attendance, to formulate practical measures for its resolution. Please make a decision as you see fit.
