All work related to the Tibetan nationality must be reported to the Central Committee beforehand[1]

It is once again pointed out that regarding all your work related to the Tibetan people, every item must be reported to the Central Committee beforehand, and after receiving approval, then be implemented. On this point, the Working Committee should issue a strict notice to all its subordinate organs, ordering them to comply and not to neglect it.
