In a notice issued on April 17, 1952, by the Publicity Department of the CPC Central Committee to all Central Bureaus and Sub-bureaus, with copies forwarded to the publicity departments of provincial, municipal, and regional party committees, it was stated: The frequent use of military terminology in public reports on the Five-Anti Campaign is inappropriate and reveals our strategic approach. Henceforth, in all public announcements, articles, and radio broadcasts pertaining to the Five-Anti Movement, utmost care should be taken to refrain from employing military jargon.
