1. At the initial stage of gatekeeping, clearly and concisely explain the policies to workers, shop assistants, and staff members, clarifying the standards and methods for categorizing and dealing with industrial and commercial households, as well as the tactics used by capitalists to slip through.
2. Pay attention to differentiated treatment. For law-abiding households and basically law-abiding households, once their confessions are deemed sufficient, they can be "released through the gate." For semi-law-abiding and semi-illegal households, especially seriously illegal households and completely illegal households, workers and shop assistants must be fully mobilized, upper-level staff members must be won over and united, and the "five poisons" must be thoroughly investigated. For capitalists who should be protected, preparations should be made separately among workers and capitalist study groups before allowing them to pass through the gate under protection.
3. Regarding the form of struggle: for larger industrial and commercial households with serious and complicated problems that do not require protection, gatekeeping can be conducted on an individual household basis. For small and medium-sized households with few workers and shop assistants, several households can be grouped together, with workers and shop assistants jointly conducting gatekeeping.
4. Regarding demands raised by the worker masses, such as reducing working hours and improving treatment, these issues can be brought forward but should be addressed comprehensively only after the "Five Antis" movement is largely concluded, so as to first concentrate efforts on eliminating the "five poisons."
5. For factories and shops with relatively low mass awareness and weak forces, cadres and activists should be dispatched to lead the gatekeeping efforts.

The report states that when dealing with illegal industrial and commercial households in Beijing, workers, shop assistants, and staff members were universally mobilized to act as gatekeepers, uncovering a large number of concealed illegal activities by seriously illegal households and completely illegal households. The main experiences include:
