Comments on Bo Yibo's[1] Report on the Five-Anti Campaign in Shanghai and Words Added to the Central Committee's Draft Reply Telegram

Please ask Comrade Enlai to draft a telegram in reply, and forward it to all localities for reference. There seem to be typos in the telegram.

Furthermore, the matter of worker supervision of production is extremely important, yet there are very few reports from various localities, and it seems it has not been seriously studied. It is hoped that you will immediately study specific measures and report them by telegram as a matter of urgency.[2]

This passage was added at the end of the draft of the Central Committee's reply telegram of April 16, 1952, to Bo Yibo, the Shanghai Municipal Party Committee, and the East China Bureau.

It is imperative that after this Five-Anti campaign, worker and shop-clerk supervision of the production and operation of large and medium-sized factories and shops be implemented. This matter must be implemented and cannot be delayed. It is hoped that the Party committees of all large and medium-sized cities will swiftly study specific measures and report them to the Central Committee by telegram as a matter of urgency. — Central Committee Note[1]

This passage was written in parentheses after the following passage in Bo Yibo's report of April 13, 1952, to Mao Zedong and the Central Committee on the basic summary of the second battle and the deployment for the third battle of the Shanghai Five-Anti campaign: “After study, under the conditions that the factory's equipment is relatively good, its technology is relatively advanced, its production volume is large, it has many workers, and it guarantees not to misappropriate deposits for raw materials and processing fees, it is possible and necessary to implement processing and ordering of goods; but there must be a guarantee from the trade union, which naturally raises the issue of worker supervision of production. It is proposed to use the form of the labor-capital consultative conference, or to adopt the newly created form of a processing and ordering guarantee committee to implement supervision. In short, it requires the joint signature and joint responsibility of worker representatives, senior staff, and the capitalists.”
