Comments on Bo Yibo's Report on the Shanghai Five-Anti Campaign and Remarks Added to the Central Committee's Draft Reply
(April 15 and 16, 1952)

Please have Comrade Enlai draft a telegram reply and circulate it to all localities for reference. There seem to be some erroneous characters in the telegram.

In addition, worker supervision over production is an extremely important matter, yet reports from the localities are very few, and it seems it has not been seriously studied. It is hoped that concrete measures will be studied immediately and reported by telegram.[2]

Following this Five-Anti campaign, worker and shop employee supervision over the production and operations of large and medium factories and stores must be implemented; this matter must be carried out and cannot be delayed. It is hoped that the Party committees of all large and medium cities will quickly study concrete measures and report them to the Central Committee by telegram. — Central Committee note[1]

[1] This passage, enclosed in parentheses, was appended after the following paragraph in Bo Yibo's April 13, 1952 report to Mao Zedong and the Central Committee on the basic summary of the second phase of the Shanghai Five-Anti campaign and the deployment of the third phase: "After study, under conditions where factory enterprises have relatively good equipment, relatively advanced technology, large production volume, many workers, and where the non-misappropriation of raw material deposits and processing fees is guaranteed, processing and ordering [of goods] can and should be implemented; but this requires trade union guarantees, which naturally raises the issue of worker supervision over production. It is proposed to continue using the form of labor-capital consultative conferences, or to adopt new forms such as a processing and ordering guarantee committee to implement supervision. In short, it requires worker representatives, senior staff members, and the capitalists to sign jointly and assume joint responsibility."
