To the Tibet Work Committee, and to be reported to the Southwest Bureau:
Your telegram (I) of April 11 has been noted.
The policy of compromise mentioned in the Central Committee's telegram (2) of April 6 should not be brought up at present; it is necessary to wait until a decisive victory has been won in the current political struggle, and then decide based on the situation. At present, you should only engage in political struggle, and not at all discuss matters such as reorganizing the Tibetan army, establishing military sub-districts, or establishing a military and administrative committee. Otherwise, it may be seen by the reactionaries as a sign of our weakness.
