The composition of the All-China Federation of Industry and Commerce’s committees should primarily consist of big capitalists in large cities; this differs from small and medium-sized cities. In smaller cities, there are few big capitalists but many medium- and small-scale ones. Therefore, the number of big capitalists among the committee members should not be excessive, yet every effort should still be made to include a certain number of prominent figures from this category. — Note by the Central Committee (2)

Refers to the North China Bureau of the CPC Central Committee’s situation report dated April 5, 1952, addressed to the provincial and municipal Party committees of the twelve provinces and municipalities under its jurisdiction in the North China region, with copy to the Central Committee, concerning the reorganization of the local federations of industry and commerce and trade associations.

This passage, enclosed in parentheses, was added after the following paragraph in the aforementioned situation report on the reorganization of the federations of industry and commerce and trade associations: “During the campaign, the reorganization work should be carried out in a planned and step-by-step manner, adhering to the organizational principle of fully representing the interests of all trades as well as large, medium, and small enterprises. Particular attention should be paid, at the time of re-election, to recruiting relatively well-behaved big capitalists who performed adequately during the Five-Anti Campaign.”
