A passage added to the draft of the Central Committee’s reply concerning work in Tibet (April 1, 1952): Prices have risen sharply in Lhasa and other places; it will be difficult to open the Kang-Tibet Highway in the short term; and the army’s production is still unable to achieve self-sufficiency this year. Consequently, we are as yet unable to improve the material well-being of the Tibetan people. In sum, our base in Tibet remains unstable both at present and over the next one to two years. Therefore, we must adopt an extremely cautious political stance and proceed steadily, waiting until the highway is completed, self-sufficiency in production is attained, and the material interests of the Tibetan people have been improved, before we can even begin to discuss any major reforms.
