(2) In the course of the Five-Anti Campaign, the municipal Party committee and all district committees, together with all the forces under their leadership, should divide their work into two phases: an earlier phase and a later phase. During the earlier phase, approximately 80 percent of the available resources should be devoted to clarifying the issues pertaining to roughly 95 percent of the industrial and commercial households—namely, the first three categories [1]—reaching conclusions in this regard and building the united front of the Five Antis; only about 20 percent of the effort should be directed toward the remaining two categories of industrial and commercial households [2]. In the later phase, the allocation should be reversed: 80 percent of the resources should be concentrated on the latter two categories, while 20 percent is to be used to resolve any outstanding matters concerning the first three categories. Under no circumstances should this sequence be inverted, lest the campaign be unduly prolonged, preventing both the swift formation of the Five-Anti united front and the early return of economic life to normal. All localities are urged to pay close attention to this point.
