The directive states: With the exception of a few units, the “Three Antis” campaign among East China troops will generally be essentially completed by the end of March, and from early April onward, the focus must shift to reorganization and vocational transition. In order to facilitate the party committees’ overall grasp of the work, strengthen leadership over the follow-up handling of the “Three Antis” campaign, and consolidate and build upon the achievements thereof, it is imperative to improve the savings inspection committees under the leadership of the party committees at regimental level and above (or their equivalents). Those that have already been established should be adjusted, while those that have not yet been set up must be created without delay.
