Central Telegram to the Shanghai Municipal Party Committee Increasing the Number of Protected Capitalists (March 16, 1952) To the Shanghai Municipal Party Committee, with notification to Comrade Bo Yibo [1]: We have received your report of March 14 [2] as well as Comrade Bo Yibo’s report from a few days earlier [3]. Your plan is commendable. However, we hope that in the Five-Anti Campaign, a portion of the third category [ ] can be transferred to the second category [ ], so as to slightly increase the number of capitalists receiving firm protection and general protection. Please handle this matter appropriately. Issued by the Central Committee on March 16 based on Mao Zedong’s manuscript. Notes [1] Bo Yibo was then Director of the Central People’s Government Savings Inspection Commission and had been dispatched by the Central Committee to assist with the Three-Anti and Five-Anti campaigns in Shanghai. [ ] refers to the report submitted on March 14, 1952, by the Shanghai Municipal Party Committee of the Communist Party of China to Mao Zedong, the Central Committee, and the East China Bureau, detailing the progress of the “tiger-hunting” campaign over the past week and future plans for the Three-Anti and Five-Anti campaigns. The report stated that the tiger-hunting mission had been largely completed, and it was decided to essentially conclude the intensive tiger-hunting operation, shifting the main focus to the Five-Anti Campaign. After the Five-Anti Campaign concluded, the materials gathered during that period would be used, combining internal and external efforts, to carry out another thorough purge of corrupt officials. Currently, all resources are being concentrated on making various preparations for the first phase of the Five-Anti Campaign. [3] Refers to Bo Yibo’s report dated March 10, 1952, addressed to Mao Zedong and the Central Committee, concerning the classification of Shanghai business households and upper-level capitalists, the organization of industry-specific rankings, and arrangements for the Five-Anti Campaign. See note [3] on page £³ 4 of this volume. [4] Refers to semi-law-abiding, semi-illegal households. [5] Refers to basically law-abiding households.
