Notes [ ] Refers to the Communiqué issued on March 4, 1952, by the Pingyuan Provincial Committee of the CPC, addressed to various prefectural, municipal, and county party committees and also submitted to the North China Bureau, concerning the proper implementation of policy in Wuzhi and other counties for the recovery and return of stolen goods and funds. The communiqué set forth the following policy provisions regarding the recovery and return of stolen property and money in Wuzhi and other counties: “Existing stolen funds and property shall be turned over immediately; where immediate surrender is impractical (such as when investments have not yet been settled), the relevant documents may be handed over first. If the original items have already been consumed, they should be recorded and listed; those demonstrably squandered shall be subject to a personal application, public review, and final disposition by the leadership. In the course of recovering stolen property, it is forbidden to damage the property of others (including relatives); moreover, sealing doors, ordering businesses to close, or resorting to coercive interrogation is strictly prohibited.”
